  1. Project Overview

Jiyuan Jinyuan Chemical Co., Ltd. expanded the crude benzene hydrogenation to 200,000 tons / year technical transformation project investment of 15 million yuan, on the basis of the company's 100,000 tons / year crude benzene hydrogenation on the basis of transformation and expansion, hydrogenation unit increased pre-fractionation Tower, replace the circulating hydrogen compressor, replace the evaporator tube bundle, increase the catalyst loading of the main and pre-reactor, increase the pre-distillation tower and the solvent recovery tower by the extractive distillation unit, transform the existing toluene tower into a benzene tower, and replace the distillation tower with high efficiency. Tray, cancel the existing white clay tower. The auxiliary system changed the open cooling tower to a closed cooling tower to relocate the existing loading and unloading device and increase the loading and unloading position.

  1. Possible impacts of construction projects on the environment

The construction of this project does not involve environmentally sensitive areas such as nature reserves, scenic spots and natural history and cultural heritage. According to the planning of industrial clusters and the status quo of the regional environment, the main environmental protection targets of this project are the residents around the project area, surface water bodies, and groundwater and soil in the surrounding areas. The project has technical transformation of the existing production facilities, and the environmental impact during the construction period is small; the main environmental impacts during the operation period are the impact of process waste gas, production wastewater, equipment noise on the regional environment and surrounding residents, and environmental risks caused by tank leakage.

III. Countermeasures and measures for preventing or mitigating adverse environmental impacts

(1) Exhaust gas

1 The main reactor heating furnace and the rectification heating furnace are all fueled by the purified coke oven gas. The combustion products are mainly CO2, H2O, etc., which meet the requirements of GB16297-1996 "Integrated Emission Standards for Air Pollutants" Table 2 Value requirements, up to standard discharge.

2 Stabilization tower exhaust gas and safety valve exhaust gas are sent back to Jinma Energy Gas Purification Desulfurization Unit for desulfurization treatment;

3 gas strip vacuum pump exhaust gas, xylene rectification tower non-condensable gas sent to the hydrogenation furnace combustion treatment.

4 Each storage tank of the benzene oil storage tank adopts an internal floating roof trough method to prevent the escape of oil and gas in each storage tank, and the exhaust gas discharged from the exhaust pipe of the charging arm is concentrated and sprayed by washing oil, and is absorbed and discharged;

(2) Waste water

The project wastewater includes production wastewater, domestic sewage and circulating cooling wastewater. After collection, it is sent to Jinma Energy's existing phenol cyanide wastewater treatment station for treatment, and then used as a dry quenching cycle system to supplement water after advanced treatment.
(3) Solid wasteThe solid waste generated by the project is mainly the raw material evaporator evaporation residual liquid, the hydrogenation section waste catalyst, the solvent recovery regeneration tower residue, etc., the evaporation residual liquid and the solvent recovery regeneration tower residue are sent to the Jinma energy coal preparation workshop to be incorporated into the coking coal, the spent catalyst Recovered by the catalyst manufacturer.(4) NoiseThe project adopts noise reduction measures such as damping foundation, silencer and indoors for each high-noise equipment. The noise at the boundary of the plant can meet the requirements of the evaluation standard.
IV. Highlights of the evaluation conclusions presented in the Environmental Impact Report The construction of the project is in line with the national industrial policy. After the pollution prevention measures recommended by the evaluation are taken, the waste water, waste gas and noise can be discharged as standard, and all kinds of solid waste can be effectively disposed, which will not affect the surrounding environment and sensitive points. . The project's accident risk can be controlled to the extent currently acceptable under the requirements of the specification. Therefore, the evaluation considered the project to be environmentally viable.
